From June 15 to 19, the first plenary session of the preparatory meeting for the New Political Consultative Conference was held in Peiping. Present at the meeting were 23 units, including the Communist Party of China, the proponent of the New Political Consultative Conference, and democratic parties, non-partisan democrats, and people's groups that supported the proposal. The central theme of the meeting was the election of the leading body of the preparatory meeting for the New Political Consultative Conference, and the units and representatives who negotiated and participated in the New Political Consultative Conference. The meeting heard the explanation of the "Regulations on the Organization of the New Political Consultative Conference Preparatory Meeting (Draft)" made by Zhou Enlai, a member of the Political Bureau of the Central Committee of the Communist Party of China, and revised the organization regulations. According to the organizational regulations, the meeting elected 21 people including Mao Zedong to form the Standing Committee of the Preparatory Meeting for the New Political Consultative Conference. The meeting also adopted the "Regulations on Units and Their Quotas to Participate in the New CPPCC Meeting."

On June 16, the first meeting of the Standing Committee of the Preparatory Meeting for the New Political Consultative Conference was held in Peiping. The central topics of the meeting were the election of leaders of the Standing Committee and the establishment of relevant working institutions. The meeting elected Mao Zedong as the director of the Standing Committee, Zhou Enlai, Li Jishen, Shen Junru, Guo Moruo, and Chen Shutong as the deputy directors of the Standing Committee; Li Weihan was decided to be the Secretary-General of the Standing Committee, and Qi Yanming and 9 others were the Deputy Secretary-Generals. The meeting decided that the Standing Committee shall have secretariats, general affairs offices, receptions, and information offices. The meeting also adopted the "Measures for Representatives of Units to Participate in the Group", which stipulated that the preparatory meeting shall have 6 groups to perform the following tasks: The "Specific Measures for the Implementation of the Plenary Session of the Preparatory Meeting for the New Political Consultative Conference" was adopted.

On June 21, the second meeting of the Standing Committee of the Preparatory Meeting for the New Political Consultative Conference was held in Peiping. The central topics of the meeting were to discuss the preparations for the establishment, promotion of business, education, social sciences and other groups, as well as the review and revision of the "Regulations on Units and Their Quotas Participating in the New Political Consultative Conference."

On July 5, the third meeting of the Standing Committee of the Preparatory Meeting for the New Political Consultative Conference was held in Peiping. The meeting reviewed and approved the Declaration of the Parties and Groups of the New Political Consultative Conference Preparatory Meeting to Commemorate the Twelfth Anniversary of the Anti-Japanese War of July 7th. The meeting decided that the Preparatory Meeting for the New Political Consultative Conference will have two additional agencies, the Personnel Room and the Security Service. The meeting also discussed the preparations of the three groups of business, education, and social sciences.

On September 16, the sixth meeting of the Standing Committee of the Preparatory Meeting for the New Political Consultative Conference was held in Peiping. The meeting adopted the revised draft of the Organic Law of the Chinese People's Political Consultative Conference, the revised draft of the Organic Law of the Central People's Government of the People's Republic of China, and the revised draft of the common program of the Chinese People's Political Consultative Conference. The meeting agreed that the two tasks of drafting the draft declaration of the first plenary session of the Chinese People's Political Consultative Conference and drawing up the national flag and national emblem designs would be decided by the Presidium of the Chinese People's Political Consultative Conference.

From September 21 to 30, the Plenary Session of the First National Committee of the Chinese People's Political Consultative Conference was held in Peiping, and 662 representatives attended the meeting. Mao Zedong delivered the opening speech. The following important bills were unanimously passed by the General Assembly: (1) the Organic Law of the Chinese People's Political Consultative Conference was unanimously adopted; (2) the Organic Law of the Central People's Government of the People's Republic of China was unanimously adopted; Yu Peiping, renamed Peiping to Beijing from now on; (4) Adopted the year of the People's Republic of China by unanimous adopting AD, this year is 1949; (5) Passed by the Volunteer Army before the National Anthem of the People's Republic of China was officially formulated. The march is the national anthem; (6) The national flag of the People's Republic of China is a five-star red flag, symbolizing the great unity of the Chinese revolutionary people. On the last day of the conference, Mao Zedong was elected Chairman of the People's Republic of China Central People's Government Committee, and Zhu De, Liu Shaoqi, Song Qingling, Li Jishen, Zhang Lan, and Gao Gang were vice chairmen. Also elected 56 members of the Central People's Government Committee, 180 members of the National Committee of the Chinese People's Political Consultative Conference, adopted the declaration of the first plenary session of the Chinese People's Political Consultative Conference, passed a tribute message to the National People's Liberation Army, and passed the erection. "The Monument to the People's Heroes Sacrifice for the Country" decision and monument inscription. The conference announced that the Chinese, who accounted for a quarter of the total humanity, have stood up since then.

On September 30, a groundbreaking ceremony was held for the Monument to the People's Heroes. Zhou Enlai gave a speech, saying: "The first plenary session of the Chinese People's Political Consultative Conference calls on the people to commemorate the dead and inspire the living, and it is decided to establish a monument to the people's heroes who sacrificed for the country in the capital of the People's Republic of China." Silence. Chairman Mao Zedong read the monument inscription. The inscription is: "For three years, the heroes of the people who have died in the People ’s Liberation War and the People ’s Revolution are immortal! For three decades, the heroes of the people who have died in the People ’s Liberation War and the People ’s Revolution are immortal! For one hundred and forty years, since then, in order to oppose internal and external enemies, fight for national independence and the freedom and happiness of the people, the heroes of the people who have sacrificed in previous struggles are immortal! "

On October 1, the Central People's Government Committee held its first meeting with Chairman Mao Zedong, Vice Chairman Zhu De, Liu Shaoqi, and Song Qingling. 56 people including Li Jishen, Zhang Lan, Gao Gang, and member Chen Yi announced their inauguration, announcing the establishment of the Central People's Government of the People's Republic of China. The meeting unanimously resolved to accept the "Common Program of the Chinese People's Political Consultative Conference" as the government's policy. The meeting elected Lin Boqu as the secretary-general of the Central People's Government Committee, appointed Zhou Enlai as the Prime Minister of the State Council, Mao Zedong as the chairman of the People's Revolutionary Military Committee, Zhu De as the commander-in-chief of the People's Liberation Army, Shen Junru as the president of the Supreme People's Court, and Luo Rongrong as the chief procurator of the Supreme People's Procuratorate. A grand ceremony was held in Tiananmen Square to celebrate the birth of the People ’s Republic of China. Chairman Mao Zedong read the “Announcement of the Central People ’s Government of the People ’s Republic of China” solemnly on the tower of Tiananmen Gate, followed by a military parade. Zhu De reviewed the arms and read the "People's Liberation Army Headquarters Order", ordering all commanders to quickly liberate all the land that has not yet been liberated. After the ceremony, the masses held a parade, and a large party was held in Tiananmen Square in the evening.

On October 9, the first National Committee of the Chinese People's Political Consultative Conference held its first meeting at the Qinzheng Hall in Zhongnanhai at 3 pm. The meeting heard the report of Member Zhou Enlai's "Participation in the First National Committee's consultations". The meeting then unanimously approved the list of the chairman, five vice-chairmen, 28 members of the Standing Committee, and the Secretary-General. In addition, the meeting adopted the proposal of "October 1st is the National Day of the People's Republic of China" and decided to send it to the Central People's Government for adoption.

On October 18, the first meeting of the Standing Committee of the First National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The central topic of the meeting was to review the "Regulations on the Work of the National Committee of the Chinese People's Political Consultative Conference" and the appointment of personnel. The meeting passed the "Regulations on the Work of the National Committee of the Chinese People's Political Consultative Conference", which stipulates the functions and powers of the Standing Committee of the National Committee, and decided that the National Committee should set up eight groups, including the political and legal group, to conduct discussions and deliberations under the leadership of the Secretary-General.

From November 29 to 30, the second meeting of the Standing Committee of the First National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The central theme of the meeting was the discussion of the 1950 national revenue and expenditure budget, the budget estimates, and the draft decision on the issuance of the people's government bonds. The meeting also discussed the draft general rules for the organization of the people's congresses of the provinces, cities, and counties, and discussed the appointment of personnel in major administrative regions and several provinces and cities in groups.
