On March 14th, the CPPCC National Committee decided to set up a senior study group to recruit senior personnel in Beijing from the CPPCC National Committee, the Central People's Government Committee, the State Council, the democratic parties (including non-partisans), and various people's groups in Beijing. Under the principle of resources, Learn Marxist theory and name it "Learning Forum." On April 20, the first meeting of the bi-weekly symposium adopted the "Policy of the National Committee of the Chinese People's Political Consultative Conference (Draft)" and presumed a learning conference officer meeting, specifically responsible for organizing learning. On April 27, the symposium was set up and adopted the above-mentioned learning methods. The seminars have organized the study of ideological methodology, the history of social development, the "Communist Manifesto", "Practical Theory", and "Contradiction".
On April 10, the third meeting of the Standing Committee of the First National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The meeting heard the "Report on the Signing of the China-Soviet Friendship Alliance Mutual Assistance Treaty" made by Premier Zhou Enlai, Minister of Foreign Affairs and the Minister of Foreign Affairs, and discussed the "Marriage Law of the People's Republic of China (Draft)".
From June 14 to 23, the second meeting of the First National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The meeting was first addressed by Chairman Mao Zedong of the CPPCC National Committee. The meeting then heard the meeting report of Chen Shutong, the vice chairman of the National Committee, and Liu Shaoqi, a standing member of the National Committee and vice chairman of the Central People's Government, on land reform. The meeting unanimously adopted the draft Land Reform Law of the People's Republic of China in principle, and recommended that the Central People's Government Committee approve it and issue it for implementation. The meeting also unanimously agreed with Vice Chairman Liu Shaoqi, Premier Zhou Enlai, Vice Premier Chen Yun, Deputy Director Bo Yibo, Deputy Prime Minister Guo Moruo, Nie Rongzhen on behalf of the Chief of Staff, and Dean Shen Junru on land reform, politics, economy and finance, taxation, culture, education, military, Reports on the work of the Court. The meeting accepted the recommendations of the Committee of the Chinese General Assembly for the Safeguarding of the World Peace, adopted the method of calling on the people of the whole country to launch a world peace signature campaign, and decided to use the week of July 1st to July 7th as the Peace Signature Campaign Week. The meeting passed a decision on the local committee of the Chinese People's Political Consultative Conference. The meeting agreed with Ma Xulun, the representative of the National Emblem Examination Group, on the report on the examination of the national emblem design, and adopted the national emblem design, which is recommended to the Central People's Government Committee for adoption. The meeting received a total of 74 proposals and suggestions. The meeting agreed with the review opinions of each group on these proposals and recommendations, and decided to handle them separately to the Standing Committee. The meeting passed a message of condolences to all PLA commanders.
On July 10, the "Chinese People's Committee Against US Aggression against Taiwan and North Korea" was established in Beijing, and a notice was issued to hold "Anti-US Aggression against Taiwan and North Korea Campaign Weeks" throughout the country.
In August, the working meeting of the National Committee of the CPPCC National Committee consulted with the democratic parties and decided to send representatives from the democratic parties to participate in the "Chinese People's Committee Against the US Invasion of Taiwan and Korea.
In September, after the second session of the first session of the CPPCC National Committee, the CPPCC National Committee held a working meeting to negotiate with the headquarters of various democratic parties to obtain an agreement on the specific methods for members of the democratic parties to participate in the land reform. After that, the CPPCC National Committee, together with the headquarters of the Democratic Parties and the Personnel Bureau of the Government Affairs Office, established a preparatory group to assist the Democratic Parties in this work. A total of 113 people from the first batch of the Democratic Party headquarters signed up to participate. From September 10th, they will go to East China, South Central China, and Northwest China to participate in the land reform work.
In October, the "Chinese People's Committee Against US Aggression against Taiwan and North Korea" merged with the "Chinese People's Committee Against World Peace" to form the "Chinese People's Committee Against World Peace Against American Aggression" (that is, the General Committee for Resistance to the United States and Aid Korea), chaired by Guo Moruo, Peng Zhen, Chen Shutong is the vice chairman and Liu Ning is the secretary-general. The establishment of the General Assembly not only allows the Movement to Resist US Aggression and Aid Korea to gain unified leadership, but also facilitates the mobilization of various parties to participate in activities to resist US Aggression and Aid Korea.
On October 24, the Standing Committee of the First National Committee of the CPPCC held its eighteenth meeting to discuss the issue of resistance to the United States and aid to North Korea. The meeting was chaired by Chairman Mao Zedong of the CPPCC National Committee. The Central People's Government's Premier Zhou Enlai made a report on "Resisting against the United States and Assisting the DPRK and Safeguarding Peace". After discussions at the meeting, they finally agreed to organize volunteers to assist North Korea.
On November 4, the Chinese Communist Party, the Chinese Kuomintang Revolutionary Committee, the China Democratic League, the Democratic National Assembly, the Chinese People ’s Political Consultative Conference non-partisan democrats, the China Democracy Promotion Association, the China Peasant Workers ’Democratic Party, the China Zhigong Party, the Jiu San Society, the Taiwan Democratic Autonomous League The China New Democracy Youth League jointly issued the "Joint Declaration of Democratic Parties" (referred to as "Joint Declaration"). The "Declaration" states that the purpose of the US-led imperialists' aggression against North Korea is to invade China and invade Asia as a whole; it solemnly declares that all democratic parties in China have vowed to fully support the just demands of the people of the country and support the people of the country on a voluntary basis.
