In March, the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and the Anti-US Aid Korea Association sent a 575-member Chinese delegation headed by Liao Chengzhi to the DPRK to pay tribute to the Chinese People's Volunteers, the Korean People's Army and the Korean people.

From April 21st to May 8th, the meeting of the Secretary-Generals of the National Provincial and Municipal Consultative Committees was held in Beijing. More than 130 people attended the meeting, including the secretary-general and deputy secretary-generals of the provincial and municipal consultative committees, representatives of democratic parties and the people's organizations' central committees, and vice-chairmen and deputy secretary-generals of the CPPCC National Committee. The main topics of the meeting were the work of the United Front, the relationship between the consultation committees at all levels, and the working mechanisms and working methods of the consultation committees. This meeting was approved by the Standing Committee of the First National Committee of the CPPCC; and the prepared documents were reviewed at the 23rd meeting of the Standing Committee on April 16. The meeting was opened and closed at the same time as the Secretary-General's Meeting of the Provincial and Municipal People's Governments held by the State Council, while listening to the political report by Premier Zhou Enlai, and the Secretary-General's report on the united front work of government agencies. The Secretary-General's Meeting of the Provincial and Municipal Consultative Committees discussed the relationship between the consultative committees at various levels in more detail. In April, the three major movements of resistance to the United States, aid to the DPRK, land reform, and suppression of counter-revolutionaries set off. The Standing Committee of the CPPCC National Committee decided to set up a preparatory committee to participate in the three major movements, which is responsible for organizing the democratic parties, people's organizations and people from all walks of life to participate in the work of the three major movements. The executive meeting also specifically discussed the issue of mobilizing cadres of various departments of the Central People's Government, the democratic parties and the central organizations of people's organizations and the organs, parties, groups, and schools of Beijing and Tianjin to participate in the land reform. After the establishment of the Preparatory Committee for the three major movements, from May 1951 to February 1952, cadres of various ethnic parties, people's organizations, government agencies, the cultural and educational circles, the scientific and technological circles, and medical services in the central government, Beijing, and Tianjin have been organized. A total of 6,107 people from the industry, business circles, and religious circles, including 47 agrarian reform delegations and 5 agrarian reform delegations, went to East China, Central South, North China and Northwest China to participate in or visit the land reform work.

In April, the Central Committee of the Revolutionary Committee of the Communist Party of China and the Beijing Municipal Committee held a "congress to support the suppression of the counter-revolutionary movement and strengthen the ideological education within the party." Li Jishen, chairman of the Central Committee of the Revolutionary Committee, addressed the meeting and called on members of the Revolutionary Committee to assist the government with practical actions and report counter-revolutionaries. The NLD Central Committee wants organizations at all levels to issue the "Outline of Punishment of the Anti-Revolutionary Regulations" and relevant instructions. CDB also issued the "Notice on Actively Repressing the Counter-Revolutionary" to organizations at all levels. In the suppression of the counter-revolutionary movement, many leaders of democratic parties and people's groups, as well as democratic figures from various circles, also participated in the review and trial of counter-revolutionary cases.

On July 8, Secretary-General Li Weihan submitted the seven proposals formed at the meetings of the Secretary-Generals of the Provincial and Municipal Consultative Committees to the Standing Committee for review and separate implementation, or the Central People's Government Administration for approval.

On July 19, the Standing Committee of the First National Committee of the Chinese People's Political Consultative Conference held the 25th meeting, approved the report of Secretary-General Li Weihan on July 8, and adopted relevant documents: Opinions "," Trial Measures for the National People's Political Consultative Conference National Committee and Provincial and Municipal Consultative Committees to Handle People's Opinions "," General Rules for the Organization of the People's Congress Consultative Committees at Provincial and Municipal Levels ", and" Resolutions on the Protection of State Secrets ". With the approval of the Central People's Government Committee, on August 18, the State Council issued the "Decision on the Relationship between Local Consultative Committees at All Levels" and "Order on Supplementary Provisions on the Terms of Reference of the Consultative Committees of the People's Congresses of Various Counties in the County".

On September 22, the 27th meeting of the Standing Committee of the First National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The contents of the meeting were: 1. Adopting the "Celebrating the Second Anniversary of the Founding of the People's Republic of China" slogan; 2. Discussing the timing and scope of the third meeting of the first National Committee of the CPPCC; and 3. Discussing the mobilization of the Central Committee Cadres of various departments of the people's government, democratic parties, people's organizations, and organs, groups, and schools in Beijing and Tianjin have participated in the land reform movement, and have decided to enrich the organization established in April to participate in the three major movement preparatory committees and be responsible for mobilization And organization work.

From October 23 to November 1, the third meeting of the First National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The meeting unanimously agreed with the political report of Premier Zhou Enlai, the State Council of the Central People's Government, the report of Vice Premier Chen Yun on economic and financial work, and the report of Vice Premier Guo Moruo on cultural education. The meeting called on all democratic parties, people's groups and patriotic democrats in all walks of life to unite the people and carry out the following tasks: 1. Continue to strengthen the anti-US and aid North Korea movement; 2. Strengthen national defense construction and continue to restore and develop people's economic construction; 3. 2. Launch a patriotic production increase and economy campaign; 4. Completely complete the land reform; 5. Continue the fight against counter-revolution; 6. In addition, the meeting unanimously adopted the resolution put forward by Member Song Qingling on the requirements for supporting the five major countries to conclude a peace convention. The meeting also unanimously approved a message to the second meeting of the World Peace Council and a message from the Tibet local government.

On December 27, the 33rd meeting of the Standing Committee of the First National Committee of the Chinese People's Political Consultative Conference. The contents of the meeting were: 1. Discussing the study campaign plan on ideological reform; 2. Adopting the "Methods for Enriching the Work of Each Group of the National Committee", "The Method of the National Committee of the Chinese People's Political Consultative Conference for Contacting the Members of the National Committee", "China The Articles of Association of the Preparatory Committee of the Preparatory Committee of the National Federation of Industry and Commerce; 3. Revised the adoption of the "Contact Measures of the National Committee of the Chinese People's Political Consultative Conference on Provincial and Municipal Consultative Committees"; 4. The list of personnel of the National Committee and Religious Group of the CPPCC National Committee was adopted.
