Major Events of the CPPCC in 1954

On March 16, the 53rd meeting of the Standing Committee of the First National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The central theme of the meeting was the study and preparation of the draft constitution. The meeting revised and adopted the "List of Constitutional Issues in Groups (Draft)", and decided to invite the leaders of various democratic parties, people's organizations, and people from all walks of life to form 17 groups to discuss the preliminary draft constitution.

On April 24th, the 54th meeting of the Standing Committee of the First National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The meeting adopted the "National Committee of the Chinese People's Political Consultative Conference Celebrating May 1st International Labor Day Slogan"; adopted the "Proposal on the temporary retention of local consultative organs after the implementation of the People's Congress system"; The proposal to cancel the learning committee set up by the Association in January 1952 to lead the learning movement of people from all walks of life, decided that the study organized by the local consultation committee will be unified by the local learning leadership; the meeting of the learning seminar of the Association Still reserved, responsible for the work of the learning forum.

On June 10, the 55th meeting of the Standing Committee of the First National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The meeting heard the report of Deng Xiaoping, Deputy Prime Minister and Minister of Finance of the State Council, on the 1954 draft of the national budget and a statement on the cancellation of administrative agencies at the district level. The meeting agreed to the 1954 national budget (draft) and the abolition of district-level administrative agencies, and submitted it to the Central People's Government Committee for review and approval.

On July 8, the 57th meeting of the Standing Committee of the First National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The meeting heard and discussed the report of Premier Zhou Enlai of the State Council on attending the Geneva conference, visiting India, Myanmar and holding the China-Vietnam talks.

From August 20th to 22nd, the 58th meeting of the Standing Committee of the First National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The meeting heard and discussed Premier Zhou Enlai's speech on the current international situation, foreign policy, and the question of liberating Taiwan; the "Joint Declaration of Democratic Parties and People's Groups of the People's Republic of China for the Liberation of Taiwan" was passed.

On October 28, the 61st meeting of the Standing Committee of the First National Committee of the Chinese People's Political Consultative Conference was held in Beijing. Members of the National Committee of the Chinese People's Political Consultative Conference, members of the Standing Committee of the National People's Congress, vice premier and minister of the State Council, and members of the National Defense Committee attended the meeting. State Council Premier Zhou Enlai made a report on the talks between the Chinese government and the Indian government, and on behalf of the CPC Central Committee, put forward suggestions on the preparations for the first meeting of the Second National Committee of the Chinese People's Political Consultative Conference: (1) the organization of the second session of the CPPCC The format was changed from the three levels of the original plenary meeting, the National Committee, and the Standing Committee to two levels of the National Committee and the Standing Committee. The National Committee was composed of representatives from various democratic parties and people's organizations; (2) Most of the Common Program The content has been incorporated into the constitution, and the CPPCC no longer formulates a common program in the second session. In the future, in addition to striving for the goals set by the constitution, democratic parties and people's organizations will stipulate several principles to be observed in front of the revised Organic Law as the general outline. It was decided at the meeting that the proposals of the Central Committee of the Communist Party of China were first brewed and discussed internally by the democratic parties, and then negotiated at the working committee of the CPPCC National Committee to work out a plan and submit it to the Standing Committee of the CPPCC National Committee for approval.

From December 21st to 25th, the first meeting of the Second National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The meeting first unanimously adopted a resolution on the work report of the first National Committee and the charter of the Chinese People's Political Consultative Conference. Then, the meeting unanimously elected Mao Zedong as the Honorary Chairman of the Second National Committee of the Chinese People's Political Consultative Conference. The meeting voted by secret ballot to elect the chairman, vice-chairman, secretary general and standing committee member of the second National Committee of the Chinese People's Political Consultative Conference. The meeting unanimously adopted the declaration of the Chinese People's Political Consultative Conference, and sent a message of condolences to the Chinese People's Liberation Army, a message of condolences to the Chinese People's Volunteer Army, and a message of condolences to all the People's Liberation Army, engineering staff, and comrades of the people who built the Tibet and Qinghai-Tibet highways.

At the end of December, the National Committee of the Chinese People's Political Consultative Conference held a symposium on private industrial and commercial issues, mainly members of the Industrial and Commercial Political Consultative Conference. The meeting was chaired by Chen Yi. At the symposium, the members concentrated on the many problems and difficulties in dealing with public-private relations in the socialist transformation of private industry and commerce. Later, on behalf of the CPC Central Committee and the State Council, Chen Yun made a report at the forum on socialist transformation and the state's guidelines and policies on the adjustment of public-private relations in industry and commerce. Specific policy questions were answered. This symposium played a very good role in dissolving capitalist businessmen's doubts about public-private partnership work. The people in the business circles who participated in the symposium unanimously reflected that it is a good practice to use the CPPCC to deal with these important issues in domestic class relations under the participation and leadership of the central responsible person. In addition, in the process of transforming capitalist industry and commerce, new problems will inevitably continue to occur, the relationship needs to be constantly adjusted, and the role of the CPPCC should be given more play.
