On February 27, Mao Zedong delivered an important speech on "Properly Handling Contradictions among the People" at the 11th (enlarged) meeting of the Supreme State Council. The speech comprehensively analyzed the contradictions of the socialist society and pointed out that under the socialist system, the people's fundamental interests are consistent, but there are still various contradictions within the people, and we must strictly distinguish and correctly handle contradictions between the enemy and ourselves and contradictions among the people. The speech proposed that the people should implement "unity-criticism-unity" politically, implement "long-term coexistence and mutual supervision" in the relationship between the Communist Party and the democratic parties, and implement "hundred flowers in full bloom and contend for hundreds of schools" in scientific and cultural work. In the work, a series of correct policies such as overall arrangements for urban and rural strata across the country and "taking into account national interests, collective interests, and personal interests" have been implemented. The speech also pointed out that the situation in our country is now: "The large-scale stormy mass class struggle during the revolution period has basically ended, but the class struggle has not completely ended." The main task in the future is to correctly handle the contradictions among the people in order to unite the nation The people of the ethnic group waged a new war—to fight against nature, to develop our economy and culture, and to build our new country.

From March 5th to 20th, the third meeting of the Second National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The meeting agreed with Chairman Mao Zedong's report on the proper handling of contradictions among the people at the expanded Supreme State Council. The meeting agreed with Premier Zhou Enlai's report on his visit to 11 Asian and European countries. On April 27, the Central Committee of the Communist Party of China issued the "Instructions on Rectification Movements" and decided to conduct a rectification movement in the entire party with the content of opposing bureaucracy, sectarianism, and subjectivism. In order to mobilize non-Communists to help the Communist Party rectify the situation, the United Front Work Department of the Central Committee of the Communist Party of China held part of the CPPCC members, democratic parties, non-partisan seminars, and business and industry seminars in early May and mid-May. The former met 13 times and the latter met 25 times. At these two seminars, non-communist personalities made a lot of criticisms, opinions and suggestions towards the Communist Party. Most of them are correct and good opinions.

On May 15, Mao Zedong wrote "Things Are Changing" and distributed it to party cadres for reading. The article overestimated the attack of a very small number of right-wing elements. It holds that right-wing intellectuals account for about 1% to 10% of the non-party intellectuals, and there are also some new intellectuals in the party who echo the right-wing intellectuals in society. Emphasize that attention should now be paid to critical revisionism.

The 41st, 42nd, 43rd, and 44th meetings of the Standing Committee of the Second National Committee of the Chinese People's Political Consultative Conference were held in Beijing on May 27, 28, and 31. The central theme of the meeting was to discuss the establishment of the provincial child (that is, Zhuang) autonomous region and the Hui autonomous region. Members of the Standing Committee of the National People's Congress, the Guangxi delegation, the Gansu delegation, and other relevant persons who came to Beijing to participate in the negotiation and establishment of the autonomous region attended the meeting. The meeting unanimously approved the establishment of the Guangxi Tong Autonomous Region and the provincial Hui Autonomous Region (now Ningxia Hui Autonomous Region) in the northeast of Gansu, as well as the two autonomous regions.

On June 8, the Central Committee of the Communist Party of China issued "Instructions on Organizing Forces to Prepare for Counterattack of Rightists." The directive requires all provincial and municipal agencies, colleges and universities, and party newspapers at all levels to actively prepare to counter the attack by right-wing elements.

On September 26, the 45th meeting of the Standing Committee of the Second National Committee of the Chinese People's Political Consultative Conference and the 79th meeting of the Standing Committee of the First National People's Congress were jointly held in Beijing. The meeting discussed and passed the Resolution on Celebrating the 40th Anniversary of the Great October Socialist Revolution and the List of Preparatory Committees for the Chinese People Celebrating the 40th Anniversary of the Great October Socialist Revolution. The meeting called on people across the country and all walks of life to solemnly and grandly celebrate the 40th anniversary of the October Socialist Revolution.

On October 24, the 48th meeting of the Standing Committee of the Second National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The central topic of the meeting was to discuss the city's pork, cooking oil supply, and the revision of the Hanyu Pinyin program.
