Major Events of the CPPCC in 1964

On January 29, the 43rd meeting of the Standing Committee of the Third National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The meeting discussed and approved the "Outline of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference on Further Developing Patriotism, Internationalism, and Socialist Ideological Education among People from All walks of Life". Sun Qimeng, deputy chairman of the CPPCC National Committee Study Committee, explained the draft plan outline. The meeting also passed the review opinions on the No. 169-191 proposal of the Fourth Session of the Third National Committee of the CPPCC.

On June 27, Mao Zedong pointed out in his comments on the report on the rectification of the literary and artistic circles: Most of the literary and artistic associations and the publications they have mastered have basically not implemented the party's policies for 15 years. "In recent years, it has actually fallen to the amendment On the brink of doctrine. " Under this unrealistic estimate, the Ministry of Culture, the All-China Federation of Literary and Art Circles and their affiliated associations once again carried out rectification. Subsequently, some literary and artistic works, academic opinions, and some representatives of the literary and artistic circles were wrongly and overly politically criticized. In early July, according to Mao Zedong's opinion, the central government decided to establish a five-member cultural revolution group led by Peng Zhen.

From December 20 to January 5, 1965, the first meeting of the Fourth National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The 4th National Committee of the CPPCC has a total of 1199 members. The meeting heard and discussed the "Work Report of the Standing Committee of the Third National Committee of the Chinese People's Political Consultative Conference" made by Vice Chairman Guo Moruo. All members who attended the first meeting of the Fourth National Committee of the CPPCC attended the first meeting of the Third National People's Congress, heard the "Government Work Report" made by Premier Zhou Enlai of the State Council, and "The Work Report of the Supreme People's Court" "Report on the Work of the Supreme People's Court" and "Report on the Work of the Supreme People's Procuratorate" by the Procurator-General of the Supreme People's Procuratorate, Zhang Dinghuan. The meeting unanimously agreed to recommend Mao Zedong as the Honorary Chairman of the Fourth National Committee of the Chinese People's Political Consultative Conference; elected Zhou Enlai as the chairman of the Fourth National Committee of the CPPCC; elected 22 people including Peng Zhen as vice chairman of the Fourth National Committee of the CPPCC; Secretary-General; and elected 135 people from Shude as members of the Standing Committee. The meeting passed the Resolution of the First Session of the Fourth National Committee of the Chinese People's Political Consultative Conference and the Resolution of the First Session of the Fourth Session of the Chinese People's Political Consultative Conference on Proposal Review.
