Major Events of the CPPCC National Committee in 1995

From January 11 to 14, the ninth meeting of the Standing Committee of the Eighth National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The main topic of the meeting was to discuss education. Qian Weichang, vice chairman of the National Committee of the Chinese People's Political Consultative Conference, delivered a speech entitled "Emancipate the Mind, Seek Truth from Facts, and Practically Solve Several Urgent Problems in Education Development." The meeting also adopted the Provisions of the National Committee of the Chinese People's Political Consultative Conference on Political Consultation, Democratic Supervision, and Political Participation, and appointed Comrade Qian Liren as the Chairman of the Foreign Affairs Committee of the National Committee of the Chinese People's Political Consultative Conference. The meeting also decided that the third meeting of the Eighth National Committee of the Chinese People's Political Consultative Conference will be held in Beijing on March 3. Chairman Li Ruihuan made an important speech at the closing meeting, "The whole society must care about and support basic education."

On January 30, Jiang Zemin delivered a speech entitled "Continue to struggle to promote the completion of the motherland's great cause of reunification" at the tea reception organized by the Taiwan Work Office of the Central Committee of the Communist Party of China, the Taiwan Affairs Office of the State Council, and the Taiwan Democratic Self-Government Alliance, and on the development of cross-strait relations 8. Promoting the peaceful reunification of the motherland put forward eight views and propositions: (1) Adhering to the one-China principle is the foundation and prerequisite for achieving peaceful reunification; (2) We have no objection to the development of non-governmental economic and cultural relations between Taiwan and foreign countries. (3) Negotiating peaceful reunification across the Taiwan Straits is our consistent proposition; (4) Striving to achieve peaceful reunification, the Chinese do not fight the Chinese; (5) Facing the development of the world economy in the 21st century, we must vigorously develop cross-strait economic exchanges and Cooperation is conducive to the common prosperity of the economy on both sides of the Taiwan Straits and benefits the entire Chinese nation. (6) The splendid 5000-year-old culture created by the children of all ethnic groups in China has always been a spiritual bond for all Chinese people and an important foundation for peaceful reunification; 7) We must fully respect the way of life of Taiwan compatriots and the desire to be the masters of the country, and protect Taiwan. All the legitimate rights and interests of the Gulf compatriots; (8) We welcome the leaders of the Taiwan authorities to come to visit in an appropriate capacity, and we are also willing to accept the invitation from Taiwan and go to Taiwan.

From March 3 to 14, the third meeting of the Eighth National Committee of the Chinese People's Political Consultative Conference was held in Beijing. Vice Chairman Ye Xuanping was commissioned by the Standing Committee to make a report on the work of the Standing Committee. During the meeting, all members attended the Third Session of the Eighth National People's Congress and heard the government work report made by Premier Li Peng, Chen Jinhua, director of the State Planning Commission, report on the implementation of the 1994 National Economic and Social Development Plan and the 1995 draft plan. Ministry of Finance Minister Liu Zhongli's report on the implementation of the 1994 national budget and the 1995 draft of the central and local budgets, Ren Jianxin's report on the work of the Supreme People's Court, and Attorney Zhang Siqing's report on the work of the Supreme People's Procuratorate. The members discussed the report in groups. The meeting co-opted Yang Chengzhe, Wu Fu, Hu Zhengguang, Han Wenzao, and Fu Xishou as standing members of the Eighth CPPCC National Committee. The meeting passed the political resolution of the third meeting of the Eighth National Committee of the CPPCC. The meeting also passed a resolution on the work report of the Standing Committee of the Third Session of the Eighth National Committee of the CPPCC; and a report on the review of the proposals of the Third Session of the Eighth National Committee of the CPPCC by the Proposal Committee of the Eighth National Committee of the CPPCC.

On March 15, the twelfth meeting of the Standing Committee of the Eighth National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The meeting passed the decision of the Standing Committee of the Eighth National Committee of the CPPCC on adjusting special committees. The 14 specialized committees established by the Eighth National Committee of the Chinese People's Political Consultative Conference have been adjusted to eight, namely: the Proposal Committee, the Economic Committee, the Science, Education, Culture, Sports and Sports Committee, the Women's Youth and Legal Committee, the Ethnic and Religious Committee, the Cultural History and Learning Committee, Taiwan, Hong Kong and Macao Overseas Chinese Liaison Committee, Foreign Affairs Committee. The meeting also approved the list of chairmen of the specialized committees.

On April 17, the symposium on the 100th anniversary of the signing of the "Maguan Treaty" and the 50th anniversary of Taiwan's return to the motherland was held in the Great Hall of the People in Beijing.

On April 22, Li Ruihuan, member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the CPPCC National Committee, invited democratic parties, leaders of the All-China Federation of Industry and Commerce, and non-partisans to have a discussion in the Great Hall of the People to discuss how to implement the CPC Central Committee's The Notice issued by the Regulations on Democratic Supervision and Participation in Politics to Advance the Standardization and Institutionalization of the People's Political Consultative Conference in Performing Functions.

On May 24, the CPPCC Foreign Affairs Committee issued a solemn statement on the U.S. government's decision to agree with Lee Teng-hui's visit to the United States, expressing great indignation and strong condemnation of the U.S. government's bad behavior that undermines China's sovereignty and undermines China's peaceful reunification.

From June 2 to 5, the 13th meeting of the Standing Committee of the Eighth National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The meeting mainly studied and implemented the "Provisions of the National Committee of the CPPCC on Political Consultation, Democratic Supervision, and Political Participation", and further promoted the standardization and institutionalization of the CPPCC's functions.

From June 12th to 28th, Chairman of the CPPCC National Committee Li Ruihuan paid an official friendly visit to the four countries at the invitation of the Cuban National People's Congress, the Jamaican Government, the Brazilian Parliament, and the Chilean Government. This is the first visit of a CPPCC chairman to a Latin American country.

From August 14th to 20th, within the scope of religion throughout the country, various religious groups held a series of activities to commemorate the victory of the War of Resistance Against Japan in various commemorative forms. The majority of religions remembered the dead and compatriots in the Anti-Japanese War and the Anti-Fascist War, and recalled the contributions made by the Chinese religious community to the victory of the Anti-Japanese War and the Anti-Fascist War.

On August 23, a symposium to commemorate the 50th anniversary of the victory of the Chinese Anti-Japanese War and the World Anti-Fascist War was held in the Great Hall of the People in Beijing. About one hundred members of the CPPCC Committee on Culture, History, and Learning, and relevant experts and scholars attended the meeting.

On August 28, the inaugural meeting of the Organizing Committee of the CPPCC "Looking Forward to the 21st Century Forum" was held in the Great Hall of the People in Beijing.

On August 31, a symposium to commemorate the 50th anniversary of the victory of the Anti-Japanese War and the World Anti-Fascist War was held in the Great Hall of the People in Beijing.

From October 5 to 7, the fourteenth meeting of the Standing Committee of the Eighth National Committee of the Chinese People's Political Consultative Conference was held in Beijing. The meeting heard a report from the Standing Committee of the Political Bureau of the CPC Central Committee and Acting Premier Zhu Rongji on the drafting of the "CPC Central Committee's Proposal on Formulating the Ninth Five-Year Plan for National Economic and Social Development and the 2010 Vision" to the CPPCC Standing Committee. The Standing Committee members had a lively discussion on the "Proposal" and Zhu Rongji's report, considered the report of Chairman Li Ruihuan's visit to Cuba, Jamaica, Brazil and Chile, and the CPPCC veteran delegation attended the 50th anniversary celebration of the victory of the World Anti-Fascist War The report of the situation, the CPPCC National Committee members went to Yunnan, Heilongjiang, Guangdong, Hubei, Hunan, Shaanxi and other provinces and the Inner Mongolia Autonomous Region to inspect the situation and the Hong Kong area CPPCC members to inspect the situation in Guizhou Province.

On October 19th, a symposium to commemorate the 50th anniversary of the founding of the United Nations was held by the Foreign Affairs Committee of the National Committee of the Chinese People's Political Consultative Conference. The meeting held discussions on the role and reform of the United Nations. CPPCC members agreed that China should further strengthen its role in the United Nations and, as a member of the developing world, make greater contributions to the cause of justice.

On October 24, the General Assembly to commemorate the 50th anniversary of Taiwan's recovery was held in the Great Hall of the People in Beijing. Li Peng, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, attended the commemorative meeting and delivered an important speech. He pointed out that there is only one China in the world, Taiwan is a part of China, and the Government of the People's Republic of China is the sole legal government representing the whole of China.

From December 5 to 27, Li Ruihuan, chairman of the CPPCC National Committee, paid a friendly visit to the five countries at the invitation of the President of the Kingdom of Cambodia, the Government of Myanmar, the Speaker of the Malaysian House of Commons, the Speaker of the National Assembly of the Republic of Singapore and the Speaker of the Upper House of Thailand. This is the first visit of the Chairman of the National Committee of the Chinese People's Political Consultative Conference to Southeast Asia. It was also an important good-neighborly diplomatic activity of the leaders of our major countries in 1995.

On December 19, the third working meeting of the Economic Committee of the National Committee of the Chinese People's Political Consultative Conference was held in Haikou. Attending the meeting were the heads of the economic committees of the provincial, autonomous region and municipality CPPCC, and six vice chairmen of the CPPCC of the province and autonomous region. The theme of the meeting was: Implement the spirit of the Fifth Plenary Session and better contribute to the implementation of the "two transformations."
