Xinhua News Agency, Beijing, December 4th: The CPPCC Foreign Affairs Committee issued a statement on the 4th of the U.S. House of Representatives' passage of the "2019 Uyghur Human Rights Policy Act", which states the following:
On December 3, local time, the U.S. House of Representatives disregarded China's resolute opposition and deliberately reviewed and passed the "2019 Uyghur Human Rights Policy Act", grossly interfered in China's internal affairs, and seriously violated the basic norms of international relations. The CPPCC Foreign Affairs Committee severely condemned this and expressed strong indignation and firm opposition.
Xinjiang is the main battlefield of China's fight against terrorism and de-extremization. For a period of time, Xinjiang was deeply affected by terrorism and religious extremism, and people's lives were seriously threatened. The training center set up in Xinjiang is a vocational skills education and training school. It is designed to help people who have been “brainwashed” by extreme thoughts of violence to get rid of the shackles of extreme thoughts, strengthen legal awareness, and master production and living skills. Since Xinjiang has adopted a series of preventive counter-terrorism and depolarization measures in accordance with the law, there have been no cases of violent terrorism for three consecutive years, showing a good situation of prosperity and stability, national unity, and social harmony. This is China's important contribution to the cause of international counter-terrorism. The passage of this bill by the United States is a manifestation of terrorism, it is helping and abusing, it is a negation and obliteration of Xinjiang's counter-terrorism results, and it is a serious damage to international anti-terrorism cooperation.
The Chinese government attaches great importance to protecting the human rights and fundamental freedoms of the people of all ethnic groups in Xinjiang in accordance with the law, and the right to subsistence and development of 25 million people of all ethnic groups in Xinjiang are guaranteed to the greatest extent. In the 64 years since the establishment of the Xinjiang Uygur Autonomous Region, the economic aggregate has increased by 80 times, and nearly 3 million poor people have been lifted out of poverty since 2014 alone. There are currently more than 28,000 religious sites in Xinjiang, including more than 24,000 mosques, and an average of 530 Muslims own a mosque. A series of preventive counter-terrorism and depolarization measures adopted by Xinjiang in accordance with the law is precisely to safeguard the security and human rights of people of all ethnic groups in Xinjiang. The United States turned a blind eye to this, but instead pointed at China at the same time, while provoking warfare in many countries around the world, causing civilian casualties and promoting racial discrimination in the country. This US bill ignores the facts and distinguishes between black and white. It is pursuing double standards, and under the guise of safeguarding human rights, it undermines the stability of Xinjiang and curbs the development of China.
We firmly believe that with the strong leadership of the CPC Central Committee with Comrade Xi Jinping as the core and the close solidarity of the entire Chinese people, including the people of all ethnic groups in Xinjiang, any attempt to undermine Xinjiang's prosperity and stability and curb China's development will not succeed. The U.S. side should clearly distinguish between right and wrong, recognize the facts, and immediately stop interfering in China's internal affairs by taking advantage of Xinjiang-related issues, focusing on maintaining the overall situation of Sino-US relations, doing more things that are conducive to mutual trust and cooperation between China and the United States, and jointly strengthening international anti-terrorism cooperation to safeguard the world and Regional peace and stability.
